A special lecture on “Equity, Security, and Stability: Challenges in Countering the Financing of Terrorism in the Philippines” was held last 12 March 2019 at the Benedicto Room, Carlos P. Romulo Library, Department of Foreign Affairs.

Ms. Amparo Pamela Fabe, a member of the Council for Asian Transnational Threats Research, focused her lecture on how terrorism financing sustains the operation of terrorist groups and their activities in the Philippines and therefore the need to cut off these funding sources as a key strategy to reducing terrorist activities.

Her discussion gave participants a better understanding of the different financing mechanisms utilized in terrorist activities in the country, and emphasized the need for special resources to focus on countering such operations.

She recognized the vital role financing systems play in terrorism, and emphasized the need to counter the financial operations of terrorists by targeting their funding schemes.

She stressed the importance of locating, identifying, and apprehending terror operatives and sympathizers that play a part in financing terrorists’s operations.  Among her policy recommendations was the creation of a unit in the Bangko Sentral ng Pilipinas and the Anti-Money Laundering Council to monitor and regulate these funding schemes being used by terrorist groups.

The event was attended by officers and staff of the Department of Foreign Affairs and the Foreign Service Institute.
