
Seventeen (17) personnel of the Department of Foreign Affairs (DFA) participated in the Property Officers’ Course of the Foreign Service Institute (FSI) on 12–23 November 2018. This course was implemented to update and improve the knowledge and skills of DFA’s Property Officers in order for them to be acquainted with the general rules and regulations on property management, and the features of government property and supply management system and processes.
The two-week seminar, organized by the Carlos P. Romulo School of Diplomacy (CPRSD), covered topics about the organizational structure of the Office of Assets Management and Support Services (OAMSS) of the DFA. The participants were also oriented on the vital roles of the Property Officer in the Home Office and at Philippine Foreign Service Post.
Moreover, the course included among others, important topics like Introduction to Procurement, Contract Implementation and Termination, Annual Procurement Plan (APP), Project Procurement Management Plan (PPMP), Philippine Government Electronic Procurement System (PhilGEPS), and Standardized Bidding Procedures for Goods, Infrastructure Projects, and Consulting Services. It also delved on practical lectures about Inventory and Accountable Forms, Budget Process on Procurement, Insurance of Properties, Overview of Proposed Guidelines on Procurement for Foreign Service Posts, Building Fund, Acquisition and Lease of Real Properties Abroad, and Oversight of Properties of Partner Agency Representatives in the Philippine Foreign Service Post.
