The participants of the Collecting Officers’ Course

Twenty-seven (27) personnel from the Office of Financial Management Services (OFMS), Department of Foreign Affairs (DFA) participated in the Collecting Officers’ Course of the Foreign Service Institute (FSI), on 3-17 September 2018. The Course is conducted for personnel of the OFMS involved in collections and deposits in the Home Offices and Consular Offices.

The two-week seminar, organized by the Carlos P. Romulo School of Diplomacy (CPRSD), covered topics and lectures about the organizational structures of the DFA, the OFMS, Foreign Service Posts, and Consular Offices. The participants were also oriented on the various roles of the Collecting Officer in the Home Office and in the Post.

Moreover, significant topics like Internal Control, Roles of Department of Budget and Management (DBM), Commission on Audit (COA), Bureau of Treasury (BTr), Collections and Deposits (which included a brief workshop), Government Accounting Manual (GAM), and the Integrated Payment Processing System (iPPS) were thoroughly discussed to the participants. The Course also included practical lectures on Office Decorum, Revised Rules on Administrative Cases, Basic Writing and Composition of Fax, Memo, and Letters, Overview of the Procurement Law, and Handling Clients Effectively.
