The Foreign Service Institute (FSI), in partnership with the Department of Foreign Affairs – Human Resource Management Office (DFA-HRMO) conducted the Basic Apprenticeship Program on Consular Practice for Foreign Service Officers’ Cadetship Course (FSOCC) – Batch XXIII from 16-24 November 2016 in four (4) Foreign Service posts namely: Philippine Embassies (PE) in Abu Dhabi, Singapore, and Philippine Consulates General (PCG) in Dubai and Hong Kong Special Administrative Region (SAR).

The program prepared the FSO Cadets for work in their future foreign service tours-of-duty and provided an opportunity to learn, through observation and practical experience on how to handle varied issues and challenges and perform basic services in conducting consular and Assistance-to-Nationals (ATN) at post.

It specifically aimed to: 1) discuss the political, economic and socio-cultural relations of the Philippines with the selected host countries; 2) explain the structure and operations of Philippine Embassy and/or Consulate; 3) describe the roles and responsibilities of a Consular Officer and an ATN Officer; and 4) apply the necessary technical and knowledge skills to efficiently handle consular and ATN services at post under the supervision of Consular/ATN Officer.

Program Management Team from FSI and DFA-HRMO assisted the participants during the implementation of the apprenticeship program.
