The Foreign Service Officers Cadetship Course (FSOCC) batch 23 opened on 19 September 2016, Monday, with seventeen (17) new junior officers of the Department of Foreign Affairs (DFA) as participants. In his welcome remarks, Foreign Service Institute (FSI) Director-General Claro S. Cristobal stressed to the participants that developing their core competencies is an integral part of their learning in all the modules of this six-month course. The Course aims to further enhance their knowledge, hone their skills, and develop their attitude and camaraderie which can be applied in performing their functions more efficiently and effectively in accordance with the defined goals and objectives of the DFA.
