Ms. Jill Angeli Bacasmas, Training Specialist at the Foreign Service Institute, presented a working paper during the 2015 Philippine Political Science Association (PPSA) International Conference in Dipolog City, Zamboanga del Norte, on 10-11 April 2015.

Ms. Bacasmas discussed the challenges posed by the changing context of security provision and governance in the 21st century on the concept of the state monopoly of the legitimate use of physical force.

The panel discussion was moderated by Dr. Carolina G. Hernandez, Professor Emeritus in Political Science, and was attended by members from the diverse fields of inquiry and practice in political science, both within and outside the academic setting.
